Proposal Draft: Environmental Protection From Tourism Act

If the Environmental Protection From Tourism Act is passed, it will ban environmentally dangerous tourism, like destroying plants and harming oceans with oil.
PROS
Would positively affect environmental beauty.
Would be beneficial for wildlife.
Would stagger global warming.
Would put large, environment-destroying companies in their place.
CONS
Would somewhat stagger the tourism economy.
Would negatively affect nations that draw most of their money from tourism.
Would stagger economy overall for the price of the environment.

I tried to submit this as a proposal, but they said it had invalid characters. Can someone please tell me what they are? I can't for the life of me figure it out.

Not written as law. It is written like a poster.
Does nothing. Making a laundry list of “pros and cons” is not creating legislation, particularly when those pros and cons have no point of reference.
Resolutions must actually do something, as in require nations do something concrete. Not just give a title and expect that to be sufficient. This doesn’t do any of that.

Overall, you need to read passed resolutions to see how they are written as well as read and understand the rules and guidelines of writing proposals. Both are stickied at the top of the page.

Proposals have to be written as laws. That means they have to give commands, prohibitions, encouragements, or discouragements directly. They do not describe laws (eg 'This law will give everyone a pony') they are themselves laws (eg 'Member nations must give every single citizen within their jurisdiction a pony').

If you want examples as to how laws are written, check recent ones in the Passed resolutions thread. viewtopic.php?f=9&t=30&start=525. Cargo cult-ing the first few steps is usually decently helpful at getting a hang of legislative drafting works (as long as you don't pick some kind of Mayflower Compact-like archaism).
