I mean, I think we can say it definitely has. Pelosi publicized that she went to the Joint Chiefs to make sure he couldn't order a nuclear strike, and that they said that they'd put steps in place, and afaik they haven't publicly contradicted her at all. That's a soft coup in and of itself. I wouldn't be surprised if the Joint Chiefs have sidelined SECDEF too, since given his nature as an Acting and a Trump acolyte it seems quite likely he had a hand in the memos on the 4th and 5th that undercut the Guard's ability to respond.
