Mathematically speaking, no.Their vote still matters.
Albany my state;'s capital has a mayoral and city council election next year. No Republican has won any position in the city since the early 1930s.
That doesn't mean Republicans shouldnt vote. No vote is not unimportant.

It does. Votes that are destined to lose can be important in certain circumstances.
But New York is not one of those.
