Nope OP. While the US seems quite the mess from the outside, it's influence (for the better or for the worst) has been great on the global history and the reason why we have the ideas of "all men born equal" and democracy as dominant across the planet.
Although adminstratively abolishing the United States and leaving what's left to be turned like a BATTLE ROYALE between who-ever-the-fuck against what-the-heck seems rad to me. Surely there will be some "non-state independent actors" (aka warlords) who would make Rockwell proud running around on that void of power. I mean, i don't know other countries where people in it hunt down racists so bad they make them lose their jobs and get ostracised from the society.

It specifically states that the only condition is criminal so as to prevent race-based slavery. In conjunction with the 14th, you can't make race a crime so as to get around that. They thought of that loophole and closed it a long time ago.

please read the above post. Slavery is not legal under the constitution, and neither is the counting of African Americans being 3/5 of a person.
