From: The Free Kingdom Minister of Foreign Affairs, Maverick Monningham
To: The government of Ratsirana

Dear friends!

Having received your nation’s response to the National Problems Questionnaire, we have become aware of a range of serious issues facing your country. We are particularly concerned about the problems your country faces in terms of contagious disease as well as the lack of safety for average citizens.

We propose, should your country agree, a program of cooperation between your country and the Free Kingdom Ministry of Foreign Affairs, the Free Kingdom Ministry of War, as well as relevant Allanean charities, such as the Ama-Gi Crown Charity (a charity helping victims of slavery and human trafficking), Tech 4 Development (a charity aiding countries with insufficient communications infrastructure in building infrastructure and ensuring access to technology, expecially for the underprivileged).

In addition, the Ministry of War has worked out and proposed Operation Rootcutter, which will work to reduce the prevalence of malaria using military assets as well as assist your country in operating against human traffickers.

In doing so, we hope to reduce the risks your citizens face and assist in your country’s moving towards technological, economic, and social progress.

Yours,
Maverick Monningham

Government of the
Republic of Ratsirana

From: Minister of Foreign Affairs, Alice Ngusenyi
To: The Free Kingdom Minister of Foreign Affairs, Maverick Monningham

Esteemed colleague,
We are grateful for your concern for the well-being of our people and nation and your willingness to unilaterally help us without requesting anything in return.

We are happy to establish and maintain a cordial and fruitful relationship with your government.

We request all foreign NGOs to undergo a bureaucratic process in which they should prove that they're in no way linked to political organizations or religious organziations actively proselytizing abroad.
All of their activities shall be documented and sent to the competent governmental agencies within two weeks from their enaction.

All NGOs offices within Ratsirana shall hang up a picture of the leader Patrice Asande in the main hall of the minimum size of 60x60 cm.
It is advised that the NGOs employ a "Broad Front" worker to navigate more easily through our nations' system.

As for Operation Rootcutter we approve the deployment of your troops but we don't allow for the deployment of high-grade weapons or vehicles like MANPADS, MLRS, Tanks, Attack helicopters, Jets and the like.

We are ready to assist you logistically in any way possible.

Yours,
Alice Ngusenyi

Official Work Plan from the Tech 4 Development Charity Organization

Dear Sir or Madam!

The following is our organization’s work plan for the following few months (we shall moreover keep the relevant authorities appraised of detailed developments as they may happen to take place).

1. At the first stage, we shall rent offices for our organization at the three largest cities in Ratsirana, at locations with reasonable access to transportation and parking capacity. There we shall put up the requisite images of Patrice Asande as necessary. Each office shall have a public reception area, a management and technical support area, warehouse areas and a server room, as well as facilities for an emergency generator to power all necessary equipment.

2. Our organization shall prepare a contest for local communications companies to enter, where we shall hand out grants to companies which are working to expand Internet access to areas and populations that do not currently have it. The precise legal grounds for the contest, the conditions for the grants, etc. shall be worked out by a team of legal and technical experts, with the technical experts being from Allanea and the legal experts being hired locally.

3. Our organization shall work out a cooperation with local schools, where we shall hand out laptops and tablets as part of our One Laptop Per Child drive. The laptops and tablets are waterproof, somewhat shock resistant, and otherwise fitted for use in developing areas. Beyond this, we shall also hand out laptops and tablets to adults and teachers. The children’s laptops will come pre-installed with educational software. For the adult laptops we plan to also work with local banks and financial institutions to install banking applications. Adult educational apps shall also be pre-installed. The laptops shall be able to connect to the free (low-speed, narrow-band) satellite Internet produced by Sledgehammer Networks of New Dornalia, and with small adjustments (i.e. a SIM card is obviously required) also to cellular Internet systems where they exist in your nation.

4. Our organization shall also bring in an distribute low-end smartphones to the general public, free of charge, with the connection itself being provided by local companies.

5. Our organization shall work out a cooperation with local educational entities, and hire local translators, video/audio teams, etc. to create online educational content in the local language.

6. At a later stage (but to commence, hopefully, soon) we plan to organize teams of local employees and volunteers, equipped with trucks, to deliver laptops, hold educational meetings with the public, and to collect information generally about the state of the country for use by T4D and the Ratsiranan government.

7. In the long run (hopefully within 2-4 months) we plan to start a branch of our organization that will work with small businesses, street vendors, and farmers to educate them about the ways in which they can cheaply accommodate technological means to improve their work productivity (such as cheap or free accounting tools, affordable drone farming solutions, etc.).

We hope this meets with the approval of the proper government agencies in Ratsirana.

Official Ama-Gi Crown Charity Work Plan

Dear Sir or Madam!

We write to you on behalf of the Ama-Gi Crown Charity. We are one of the largest charities in Allanea (personally endorsed by Her Imperial Highness, Princess Rheya Alexandrovna Kalise Ganduril Blaken-Kazansky) intended to aid former enslaved persons and victims of human trafficking recover from their ordeal. Herein we wish to describe the plan for our organization.

1. Within the next few weeks we plan to rent facilities for our organization in your national capital. Those shall include central offices, as well as rehabilitation facilities to house up to 1,000 formerly enslaved persons (hereinafter ”FEPs”).

2. Within the next month or two we plan to open our doors to interview FEPs, and direct them to resources for psychological or medical aid, either through the means of Ama-Gi volunteers and employees, or local resources (with the local organizations being appropriately remunerated by Ama-Gi).

3. We plan to leverage our work experience in other countries to assist FEPs in psychological recover by establishing support groups and other assistance for them.

4. Within 2-3 months we plan to also create plans for social assistance to formerly enslaved persons. These shall come in the form of a range of options, such as education for FEPs to aid them in adjusting to life as free individuals, money grants or interest-free loans, grants of small amounts of farmland or farm equipment (where cleared by appropriate authorities in your country), or access to professional education courses that would enable FEPs to make a better life for themselves. An important aspect of our assistance work here is to aid formerly enslaved persons in having accident to several recovery options rather than just one, and aiding them in choosing those recovery options that are best for their circumstance.

5. We plan to also hold classes for law enforcement, labor union representatives, and social workers, sharing with them the newest professional knowledge about intercepting human trafficking networks and assisting victims in their recovery. The content of these classes will be submitted to the proper authorities in advance and determined in cooperation. We will also work on, and create a campaign encouraging the public to report incidents of human trafficking and compulsory labor to law enforcement.

We hope these plans meet with your approval.
