Depends on if it’s state sponsored terrorism or not. One could definitely argue that sending special forces to the Hague to defeat America’s enemies wouldn’t be state sponsored terrorism.

European nations do care about international law, exactly like the US does. We have our own reputations that we want to protect, our own interests that we're pursuing.
