If you want to showcase a particular banner, you can easily set it as your primary banner, or just reduce the number of active banners (even to 1).
I can't think of any other customisation that would be better done by making it an unlockable game feature than by simply making a factbook.

Most of the game is already centered around giving you stuff for answering issues :P
