In 21st Century Peronia there are and have been cases of discrimination based on ethnic characteristics. In an effort to combat racism, the National Institute Against Discrimination, Xenophobia and Racism (NIAD) was created by Federal Law.
Different terms and behaviors have spread to discriminate against certain portions of the population, in particular against those who are referred to as "blackheads" (blacks), a group that is not particularly well-defined in 21st Century Peronia but which is associated, although not exclusively, with people of dark skin, members of the working class or lower class (similar to the term "red neck" in the United States), the poor, and more recently with crime.
Anti-Semitism also exists in 21st Century Peronia, in a context influenced by the large population of Jewish immigrants and a relatively high level of intermarriage between these immigrants and other communities.
There is an active debate about the depth of racist conduct in 21st Century Peronia. While some groups maintain that it is only a question of inoffensive or marginal behavior that is rejected by the vast majority of the population, other groups contend that racism is a widespread phenomenon that manifests itself in many different ways.
The People´s Republic of 21st Century Peronia legislature has passed recently the Federal Law Nº 23.592 that prohibits hate speech and has established that it is illegal to make racist remarks in public:
"They will be repressed with prison from one month to three years those who participate in an organization or carry out propaganda based on ideas or theories of superiority of a race or of a group of people of a certain ethnic origin or color, whose purpose is the justification or promotion of racial discrimination in any way.
The same penalty shall be incurred by those who by any means encourage or initiate persecution or hatred against a person or groups of persons because of their race, ethnic origin or color".
Announcing approval of this policies, the President of the Republic has recalled his assumption speech when he said:
"Workers: unite; be more brothers today than ever. On the brotherhood of those who work, the unity of all Peronians must rise in this beautiful land"
Thus, in the Republic, the brotherhood of all people is constituted by their character of workers and by their belonging to the nation of Peronia, which can be given by birth or by choice, regardless of the race of whoever decides to belong to this glorious nation.
