OOC: "Mandatory donations" sounds a lot like socialist-speak for "taxation." Despite my deep affinity for the humanities, I'll not stand for "mandatory donations," even if such donations would be primarily for the benefits of nations like my own, who have no public education system.

The Qeth have no currency, so unless the World Humanity Fund would like salt bricks or purebred horses, I am afraid we have no such "donations" to give.

OOC: The irony is that you could offer a single technical article writing course or a workplace group dynamics course (both of which would be very likely to happen anyway) and you'd be in compliance.
