Senator Colbert wanted to vote for FAIR. He liked getting politics out of where they shouldn’t be. But he knew that even if it passed Congress, it wasn’t veto proof. He didn’t want to waste his currency on a doomed bill. He took a deep breath and announced his vote as loudly as possible.
“Mr. President, I vote Present.”

Anderson rolled his eyes and texted Colbert.

"Present"??? You think this is the goddamn house. You're makin a fool of yaself.

Personally, Karel was a bit wary of the effects of FAIR because he saw partisan gerrymandering as perfectly legitimate- a way to divide up "the spoils of war". It smelled of reform- and Karel had an instinctual distaste for reform or reformers.

Practically, he knew that voting against FAIR would confirm the worst suspicions about him that had lingered up to now- that he was purely transactional, lacking in principles, and stuck in an era that had long since ended.
