Society at-large doesn't suffer from the actions of the individual, it suffers the consequences if and only if there's a systemic problem of drug abuse within the population, which can be mitigated through other factors other than prohibition.

Obviously prohibition can't be the sole solution and we need other factors, but the actions of multiple individuals, when taken together, most certainly can affect society at large.
