Instead of attempting the logistical and budgetary nightmare of enforcing a tyrannical nanny state nightmare, you can try tax alcohol to oblivion. Not sure if it'll work, and personally I'm not for it, but that way drinkers can pay back society the costs of alcoholism and binge-drinking.
Also a very good idea. I think a combination of both might be effective enough to work.
