I'm a big fan of game theory. I apply it frequently. That's WHY I don't think this is a good strategy.

Running a country is logistically different from running a city. To me, Bloomberg seemed like the "NationStates IRL" candidate who'd try to implement his policies the way we answer issues in this game. I'm also not sure if he would've turned out voters against Trump in the general election.
