When public opinion shifts, so does the government.
22 years into the Commonwealth there probably are quite a few ossified political fossils sitting on the legislature, but a long career certainly isn’t guaranteed. Doubly so in he executive branch, which is liable to get sacked and replaced wholesale when parliamentary majority shifts from one faction to another. Even in the legislature I imagine someone serving until death is more exception than norm - local politics can, after all, be quite competitive also.

I’m still not sure what advantage you’re expecting to derive from these highly expensive contraptions. It just strikes me as less mobile heavy infantry.

We’re really running up to the limits of our population... I don’t think the Commonwealth can find any use for steam transportation at all, except maybe in mining.
