I’m not playing at anything, I’m pretty sure that if a man flashed his penis at a woman and put a heart on it, it would still be considered sexual harassment. Flashing boobs is the same thing. Male breasts aren't usually seen as sexual organs in our society, at least not in the same way that women's breasts are. That's why it's largely perceived differently when women walk around topless than when men do it. A man jogging down the street without a shirt might get a few whistles and cat-calls if he's in good shape but he's probably not going to get oggled and sexualized to the extent of a woman doing the exact same thing. It's not a weird double standard. You're just comparing apples and oranges from a sociological perspective.

It doesn't help that a lot of the male allies who support "free the nipple" campaigns and whatnot seem to sexualize women's breast even while asserting that they aren't perceived as sexual organs. I guess you can't escape the potent mix of biological predispositions and social conditioning.

Years ago I read a news story about a man arrested for being naked in his own house. He was standing in a kitchen and a woman and her kid were trespassing on his property by cutting through his yard and he got charged with indecent exposure. There was no evidence he made any sexual gestures or did anything but stand in his kitchen, it happens.

Also, male rape victims are forced to pay child support, teenagers can be charged with child pornography for sexting pics of their own genitals, and there was even a case in Utah in which two 13 year olds were both charged with statutory rape for having sex with each other (though these charges were eventually overturned by the state Supreme court if I remember right).
