Well from what I know, Chinese health science isn't the best, as well as (I believe not too sure though) China's population does not care as much for their health as they do for their financial situation. So while these deaths are definitely sad, honestly all this could have been prevented if China regulated it's food markets to modern standards.

If there is a huge outbreak and the virus is identified, you can get its DNA/RNA quickly and develop a theoretical vaccine for it pretty quickly (producing it and testing it is another whole story). If anything, the fact that they already have a vaccine this fast shows that the PRC knew of this virus and reported the epidemic late to try to save their precious political reputation.

It is possible, by targeting melanin on the skin and then only activating if it's below/above a certain concentration. There might be a few non-target casualties, mostly from brown eyed and brown/blacked haired people not of that specific race. It's possible, but not feasible at the moment.

Not necessarily. Actually the US bioweapons program in the 50s and 60s (with the exception of anthrax) focused on low mortality rate diseases, but ones that made you really miserable. The idea was to use them to incapacitate rather than kill.

That being said, I do not believe it to be a engineered bio weapon but it is possible it was research specimen released by accident, and possibly one being use for benign medical research purposes. Or it could be natural result of bad food and health standards.
