TO all nations of the world, on behalf of the people of the Philippine Communes:

The United Communes of the Philippines is outstandingly delighted to formally re-initiate our global diplomatic program. The ever-growing demands for the assurance of world peace, stability and unified struggle for modern humanity's greater good has set wait for our response in the world stage. It is the responsibility and obligation for the United Communes to provide the outside Filipino diaspora, along with its foreign residences within, a proper and permanent medium of systemic communication between societies. Hence, with the help of the Board of Foreign Relations and the Filipino people's willingness, it is such profound pleasure to fully open the Philippines' doors with unhindered transparency and accommodation.

Since independence, the Philippines has attempted to communicate with the outside world as a sovereign and independent nation, at such great measures. Diplomacy is indispensable, to a Filipino's perspective, for it confidently grants the society of a nation the opportunity to develop and gain momentum in the global stage. With fervent pride, the Philippines shows how the 7,641-island archipelago itself could reach such drastic amounts of innovation and sufficiency, and owning the desire to spread the span of such great feats. It is, without a doubt, that the Filipino people wholeheartedly agrees in unison the respect of sovereignty and ideas of fellow communities and alike. We would like to accord to our global audience our wish to take part and contribute to the attainment of true freedom, equality, and fair justice.

May this letter bring to our fellow bodies a generous slice of hope and determination for similar commitments. Mabuhay!

The Board has compiled this Initiative's vision, mission and values in order to provide further knowledge regarding the intentions of the Council on great behalf of the Filipino people:

  • VISION: Existence of a united, tolerating, and immaculate world of everlasting diplomatic friendship and efficient co-operation between societies and nations.
  • MISSION: The Foreign Diplomatic Initiative (PFDI) aims to establish a network of diplomatic missions with all countries with an ambition to strengthen cooperation and commerce at a large scale.
  • VALUES:
    Partnership, Integrity, Liberty, Internationalism, Prosperity, Independence, Non-alignment, Assiduity, Self-sufficiency

Before applying, all diplomatic missions that will commence within the United Communes must comply/acknowledge all the following rules and regulations below:

  • The number of security personnel must not exceed the maximum of 10 for embassies, while 8 for consulates.
  • The number of service personnel must not exceed the maximum of 15 for embassies, while 12 for consulates.
  • The number of diplomatic personnel must not exceed the maximum of 20 for embassies, while 15 for consulates.

  • The number of vehicles which are to be used for diplomatic missions shall not exceed the maximum of 8; that is both the embassy and consulate combined.
  • Armed vehicles are not allowed; this is a diplomatic mission and you're making peace, not war. Any attempts to sneak armed vehicles within diplomatic grounds will be considered an act of aggression, and will be responded with affirmative action by the BFA-Security Command.
  • Aircraft are legally considered the equivalent of two (2) ground vehicles, and are immediately subject to Aviation Authority jurisdiction. They must not exceed the size of a VIP liner as Philippine legal accreditation; that is a business jet with a fuselage 3-4 meters in width.

  • The maximum number of weapons individually allowed to be carried by security personnel is 4 in embassy grounds and 3 in consular grounds.
  • All weaponry will be under the legal jurisdiction of the BFA-Security Command, and will be tested for standards in quality and modularity.
  • Melee weapons to be issued to security personnel are restricted to blunts. Any melees legally recognized as a type of blades or points are immediately subject to confiscation, and the expulsion of those personnel from duties if courts see fit.
  • Firearms compatible with ammunition of .50 caliber and beyond are prohibited to possess in diplomatic grounds. The legal maximum size of ammunition to be utilized for diplomatic security is .35 and below.
  • Security personnel, regardless of affiliation with the diplomatic delegation, will be under the supervision of the Philippine National Police upon commencement of their duty. They will be trusted not only for the safety of occupants in diplomatic grounds, but also for the surrounding areas of no more than 30 meters.

    • As per the C.A. 12926 (National Anti-Tobacco Campaign Act), all tobacco products are illegal to be sold, possessed, or consumed within the Philippines. Instead, constituents may opt of non-tobacco smoking products, such as herbal cigarettes and BoH-approved e-cigs.
    • As per the C.A. 7253, all drugs which are to be solicited for use by members of diplomatic grounds staff must not be of any not clinically acclaimed by the Board of Health, such as those with properties causing extreme a.) hallucinogenic, b.) dissociative, and/or c.) psychoactive effects.
    • By national logistics policies, biological articles (pets/animals and plants) will undergo a mandatory 3-day assessment jointly by the Board of Trade and Industry and Board of Health. This is to reassure the safety of constituents within diplomatic grounds and the local population within a 2-km radius upon validation.
    • All electronic articles which are to be used within diplomatic grounds are restricted to general appliances, and domestic communications equipment (phones, computers, radio receiver units, visual recorders and television). Staff who would like to use broadcasting equipment and capabilities will be issued for by communal district committees if the BFA see fit.
