Ventismar Union Parliament Bill

Foregoing Financial Security Bill (FFS)

A bill committing the VU parliament to securing and financing economic aid to The Democratic Republic of Layfet to help alleviate the ongoing economic recession.

Development Fund
  1. The VU parliament will set aside 2.9bn Aurei for investments into the Layfetian economy
  2. The Layfet Development Fund (LDF) will operate out of Tonnes, Layfet.
  3. The LDF will be governed by a board of experts nominated by a VU parliamentary committee
  4. The salaries of the board and of the employees of the LDF will be included in the 2.9bn Aurei set aside for this project

  2. The LDF will not override competencies of any Layfetian ministry of committee and will instead be a complementary force working alongside such government offices

  4. Extensions to the term of the LDF are limited to 5 years each - there are no limits on how many extension there can be

Termination and Voidance
  1. The LDF will have a time frame of two years and will cease all operations from 00:00, 1st of September, 2021

"The Ventismarian Union already contributes to the revamping of less developed areas, a specific measure in favour of one member state would go against the purpose of the VU, here we are speaking of a 2.9 billion Aurei non-repayable grant to a country of 5 million people, in recession but definitely not underdeveloped, that messed up its own public finances due to an irresponsible management. They want to invest? I may agree with the opportunity of doing that, but not with the money of Felsinian, Capslandian or Lindian taxpayers. We can discuss on approving more flexibilty, allowing for a larger primary deficit to support their investments now that the Layfetian spread has stabilised following their VU accession, but this gift the Capslandian ruling party wants to give their friends for their own diplomatic interests must be stopped by this Parliament. Dear colleagues, you have to recognise this'd consist in a very dangerous precedent which would lead to unpleasant consequences for the financial future of the Union, drafting the next financial perspective will be a nightmare if we legitimise customised expenditures and contributions."

"The Democracy Party has done it yet again. It is selling Capsland off like pigs to slaughter, this Union was not built on giving out payments to countries that have never contributed to the security or wealth of other members. While we're at it, why doesn't the Ventismarian Union refund the exorbitant amounts of contribution funds that members are forced to pay into. Before anyone decides to toss away my tax money to a country I've never even visited, this union needs to acknowledge the vile contributions demanded by its vassalised member states."
-Travis Walliams, Capsland Sovereign Party (VS)

"It is unfortunate that this measure needs to be put forward. I commend the noble nature that is behind this bill, afterall this union would be absolutely nothing if we didn't help member states in need. However, I think this is a very heavy handed way to go about it. Lump sums offered to a state don't fix the problem at its source. I agree with my friend, Mr. Kolytsynskij, this sets an ugly precedent. Will the union be obliged to send lump sums of money to every member state when they have financial problems? How can this be financially sustainable? We should come up with a more constructive way to handle this and I invite Layfet's Executive Minister to discuss how we could go about constructively fixing Layfet's issues. "
-Barnaby Hugh, Popular Front, (PRPV)

"We can not and should not leave member states behind. Rejecting this bill also sets an ugly precedent - that the Ventismarian Union is unwilling to move on notions that provide the basic foundations for positive change. The Ventismarian Union has an obligation to help with Layfet, not Capsland. It seems the Capslandian government is far more willing and generous when it comes to helping our neighbours let along members of a supranational union. I am quite frankly shocked at this parliament's inability to not only help Layfet but to pick up some slack and to take responsibility for member states rather than leaving it to Capsland to carry the weight."

"Dear colleagues, this is not a grant. Or a handout. Or the VU propping up Layfet's coffers to compensate for financial mismanagement. This is an investment, not in the Layfetian government, but in Layfetian industries. The proposed bill will mean almost 3 billion Aurei will be made available for Layfetian businesses to expand their staff, thus creating jobs and to buy new equipment. The notion that this money will not be paid back is nonsense. More money for Layfetian corporations will mean an increase in wages and an increase in investments made by the companies themselves. This will in turn lead to more confidence and more spending by the Layfetian public and industries. More spending and investments leads to more profits, which can then in turn... -- Well. I don't think I have to explain the workings of a virtuous cycle here. In short: We must guarantee the Layfetian economy enters a virtuous cycle and the only method of doing that, and mind you it has been proven time upon time upon time again, is through significant investments in to the economy."
-Peter Hartens, Liberale Volkspartij, LAV

"I want to know from colleague Golsvieg what industries the bill will be investing in. The bill does not specify any branche or corporations, except that the LDF will decide this. TUL is opposed to any form of investments going in to industries that are bad for the environment or bad for the workers. Say we spend a good chunk of that money on Layfet's National Motor Works, a corporation that builds polluting automobiles and uses robots to manufacture their cars. I doubt any of that money will go to the workers or to any investments by NMW. But even if 100% of the VU's money was spent by NMW to invest in their corporation rather than giving out bonuses to their board of directors, why would they increase the wages of their workers or hire new and expensive labourers? They would just pour all of that money in to expanding their robotic workforce. Giving such corporations money is only going to decrease the number of jobs."
-Bente Meijers, Groen Progressieven, TUL

"May I remind colleague Meijers that VU firms are at the cutting edge in the design, development and production of such robots? Even if all the money was spent on a robotic workforce, which I can confidently say is not the case, then the money would flow back in to the pockets of VU corporations. However, like I said, the scenario you sketch is untrue and we stand nothing to gain from such cautiousness. We need to invest!"
-Peter Hartens, Liberale Volkspartij, LAV

"How do we know the Layfetians will buy their equipment from the VU? They are in a currency union with Librira, they are incredibly close to Rhodevus and they have constantly been in bed with Kiez for years now. We have come to the point where the most undemocratic union mankind has ever seen will now not only take the LINDIAN TAXPAYER'S HARD EARNED MONEY and put it in to prestige projects like the Rural and Coastal Development Fund, but they are now also going to take OUR MONEY ((picks up and points at Lindian flag on desk)) and put it in to the economy of a nation that has not even the decency to side with us on foreign policy. We are GIFTING the SLUT OF VENTISMAR, LAYFET, because that's what they are -- and I can confirm they're that because I've seen the cover of that magazine article -- : TWO. POINT. NINE. BILLION. AUREI. For what? Colleagues. It is so they can take the money and buy Kiezan goods, hire Rhodeve contractors and spend it with Libriran currency. This country should never have been admitted to the VU, their foreign policy is all over the place just like their economy. I say kick them out and disband the whole thing while you're at it."
-Klaas Duijnse, Verenigde Senioren (VS)

"While I do not approve of the name calling of colleague Duijnse, I must admit that I agree with the underlying thought of the first part of his statement. What will guarantee that this money, which is granted by the VU, is spent by the right corporations? It is no secret Layfet is close to a great deal of power blocks despite being a member of the VU. The bill should incorporate a clause that a high percentage of the money granted can only be spent within the VU. And again to add to that, none of the money should go to Kiezan or EUSR corporations -- countries which have been openly hostile to the VU but countries with which Layfet has maintained friendly relations despite their open threats."
-Erik van Gandema, Verenigde Oecumenische Alliantie, (PRPV)

"We support colleague Gandema's suggestion that the bill should restrict the funds to being spent primarily in the VU and in no circumstance be spent on corporations from countries actively hostile against the Union."
-Peter Hartens, Liberale Volkspartij, LAV

"This amendment is infuriating and useless. The MVPs in VS continue to use their position of power to try and subvert logical and useful debate. Mr. Speaker, I urge you to reject this amendment as it is clearly designed to provoke and filibuster."

"MVP Sanrafèl's amendment is technically flawless, I see it's not her goal to be taken seriously but there is no infringement of the regulation to reject the bill on the basis of."
-Frêdo Edfrànzassc, Dèstra Liberèl - PdA (LAV), Speaker of the Ventismarian Parliament

"I'm glad you see it now, Mr. Creed, all I did was replacing names, and I totally agree with your statement, this is infuriating and useless, this subverts logics and provokes this plenary, and indeed this applies to my amendment as well as to the original bill whose content is identical. We have been servants of this Union for a longer time, we don't have military agreements with criminal regimes, we have a population larger than Layfet's, they certainly don't deserve that contribution more than us."
-Marî Sanrafèl, La Pâtria in Åurden - UHBL (VS)

"I'm appalled by the "liberal" views of Mr. Hartens: state aid, is that what you're for? Are we giving out free money to private business now? That's what I'd call unfair competition and I find it incompatible with the common market structure, should this be performed by a state actor we'd all oppose that and I wonder how the VU being involved can change this. Continental investments should encourage competitiveness and innovation, focusing on infrastructure and research, while LDF will directly benefit private subjects in competition with other VU businesses who will literally finance this bill through their corporate taxes. I expected anything from the Hubris presidency but such a socialist U-turn."
-Iṡabèla Van Riéssen, Dèstra Liberèl - PdA (LAV)

"Looking forward to a deeper VU armonisation, we'd see in a better light a broader measure to include support for all the economies in need in the Union, anytime, anywhere, not just an ad personam una tantum giveaway."
-Adâm Nòmina, Parté Federadåur Ventismariàn - UHB (VFP)

"I see this bill reinvigorating, re-energising and re-establishing a strong and vital Ventismarian economy! We. Must. Not. Delay. Our solemn duty is to the member states of this prestigious community. We... As politicians in our own right... Plenipotentiary - full power politicians. Ambassadors even. We have the upmost obligation to deliver to the poor Layfetians. I see around plenipotentiary... People abdicating! Abdicating their DUTY! Abdicating the will of the PEOPLE! The WILL of DEMOCRACY even! They haven't the guts to put a suitable piece of legislation to this parliament. They haven't the guts to even consider the economic blight suffered by the Layfetian people. And to that I say this: The great supine protoplasmic invertebrate jellies will not have their way. Ad astra per aspera."

"It is the duty of this union, which prides itself on inclusiveness and economic achievement to give this money to help the poorest and weakest of its members, not doing so destroys the very foundation for which this union believes in. It isn't a dangerous precedent or leads to financial ruin, nor tossing tax money into the fire. The member states agreed to take Layfet into the fold, knowing full well of its economic status. To throw it out and leave it the wolves now is both hypocritical and irresponsible and may signal to other potential members that the VU doesn't care about their needs. We cannot leave member states behind. We must vote for this bill.

I also would like to call out my colleague, Mr. Duijnse for using such language against a politician who isn't in our government, nor currently represents our country is uncalled for and disgusting nor is equating one's actions to the nation as a whole. The sickening notion that you would call our entire nation the sluts of Ventismar warrants your immediate resignation. I will concede the point that this money ought to be regulated by the LDF to include only corporations and public works that are of benefit to the VU."
