Pakistan's bill was already passed last year. That's just the first English copy of it I could find. It's been law for over a year now. And Iran is Shia which isn't what you were talking about.
Looked it up and it appears you are right. It was upheld by the court however because the court is secular and follows English common law. If the court followed a fiqh, it would overturn the bill.
