The reduced number of total nations that come with the summer mean that most of the S1 legends would come back as S2 legends except for a handful of nations who CTEd or whose circumstance changed (possible Siwale will be an epic without the largest region's delegacy, for example). Releasing the season when the number of nations is higher, which it would be in December, would make for a S2 that's a bit more interesting.

Because even though the cards came out in April, it was just a short flurry of activity, after which it more or less stagnated until the Dec relaunch. So, from that timeline, it's been less than 6 months

But if we always wait for new people to finish their decks; Season 2 will never come^

Most people are usually pretty busy around Christmas, and as was previously noted in cards discussion, a number of players like to change their nation flags to reflect Christmas, and would rather not have those Christmas images become their year-long trading card images (if seasons are released in December).

Arguably, they haven't been active for the entirety of that time. While the card issue was set in April, the feature has only been running from mid December (plus a few days from before). Despite the amount of time passed from when the idea was first implemented, starting S2 now technically results in a short season.
Ideally, the release date should be set with the next X years in mind to capitalise activity from people going back to school and returning from holiday, plus or minus a few weeks to add a bit of surprise to the exact snapshot point.

The card game is really active from 2018 December.
Also most people are usually busy around summertime too (based on how many nationts CTE'd since Mayo - it would be really bad for the cardbase)
And the staff could announce (for example) in November 1st that the new season will happen in December 6th (for example) and everyone could have time to fix everything for their perfect card.
It would be also a really nice Christmas gift. At summer it would just steal time from quality (real life) experiences, social connections and holidays.

But if this was repeated, then all the card would be christmas themed, which may be annoying to people who want to collect their normal flag on a card but also enjoy making their flags more season related when holidays come along.
