It's perfectly lawful. But you are suggesting that the order must be lawful since the police are obeying it, which is completely fucking stupid, since police officers have famously committed very serious crimes. You should know that the police are not inherently trustworthy, so you should know that is it ridiculous to say "Why would the state police carry out an unlawful order?" Just point to the law that empowers the Governor to make such an order instead of arguing that the police would never do anything wrong.

They haven’t shot at anyone yet and as far as I know the missing senators declined their help. Going after these militias would mean the deaths of many police officers and national guard members
Unless they engage law enforcement or do something crazy like try to occupy the state Capitol it’s not worth it

Preventing quorum is a legitimate means of protest, even if you disagree with why it's being done.
