In a region, if you are the minister of appearance, can you change the factbook? Also, what can you do with minister of appearance?

Having the power of ‘Appearance,’ you can change the World Factbook Entry, what the features factbooks of the region is, the flag and the tags of the region (e.g. Minuscule, Future Tech...)

Depends on the inner workings of your region. You should ask on your regional message board.
