Above the provinces is the National Government. The national government has the National Workers Congress as its legislative branch which is given a weekly address by the President. The President is the overall head of government, with the ability to over rule any law or decision as well as the ability to bypass laws via a Presidential Order. Below the President is the Prime Minister, who leads the executive branch on the national level, working with her various cabinet officers to set national policies. The Supreme Judiciary is the highest level of court, there is a court at each level of government which has appellate jurisdiction of the lower courts, however the National Judiciary may try "untouchable officials" or officials so important that they may break certain laws and can only be tried by the national judiciary. The lowest level of courts has original jurisdiction over all cases, and has 3 separate types of courts which include, Civil, Criminal, and Family courts.
Government Structure: The government is controlled entirely by the Angkor Workers Party, a heavily selective party which must be tested into, and has strict regulations in regards to corruption and such. Once entered, members will have the choice to pursue a legislative path or a meritocratic path. The Legislative path will make them apart of a local legislative council, responsible for making local ordinances and regulations, and will eventually work them up to be part of the National Workers Congress, a legislative body of 600 Members. On the meritocratic path, members will become local administrators and magistrates, doing paper pusher work at the local level or work in one of the various ministries, at the top level they'll become Provincial Premiers or a Minister. After reaching age 65, members of the party may run in the presidential election, in which a national instant runoff vote is held, every five years, this is the only election in the country. Members on either path may submit a request to be educated in law, after which they may join the Judicial Branch and become a judge.
