And he's not alone. It's annoying to read the story and then someone breaks the form that everyone else uses. Overall I think past tense is slightly better then present tense because time skips and flash forwards/backwards come in more natural but having an unholy mix of past and present tense is worse then either.
After all, you are not describing your actions but the actions of your character. You are the author. And your character is not doing the action we just imagine he does and as the author you can use whatever tense works best.
As long as you don't also write in the first person, I guess I won't quit over such a thing but still I urge you: You are just writing it once but then 5 or 6 or so people have to read it, so please think of your readers and use the same tense then everyone else it using.

Bio: Martin Oswald was a brilliant, gifted young man growing up that excelled in math and structured activities, but was poor in athletics and social skills. It's not that he wanted to be asocial. It's more like he didn't understand social cues as well. With his thick glasses as a young man and his inabilities socially, Martin was often bullied and picked on as a child.
Growing up, Martin won a Rhodes scholarship and went to Yale. He again excelled in the classroom, his mental affinities bringing him to love advanced mathematics. Having a mind that could calculate complex numbers in an instant didn't hurt. He also picked up mechanical engineering, since the concepts were easy enough due to his consideration of it as basic as geometry.
Since then, Martin got 2 doctorates at MIT and Brown. He published several peer-reviewed articles and gained attention from the national government and the F.B.I. Hearing uncertain things about the loyalty of certain generals in charge, and looking to get an independent view on the alien spacecraft, Dr. Oswald was one of a few civilians at the top of list chosen to examine the spacecraft further. He has been paired up with other Army mechanical engineers, and due to Martin's memories of his youth, his feelings of physical inferiority, coupled with the dedication of proving that brains were better than brawn, Martin has not had an easy time so far with his military counterparts.
Role: Researcher. Martin is an advanced mathematician with a mind like a lightning calculator. He also has a background in mechanical engineering. While the Army has their own mechanical engineers, the government wanted a civilian's input as well. The relationship between Dr. Oswald and his military counterparts have been less than ideal.
Equipment: Dr. Oswald has a 1961 Ford 4-door. He has and uses a slide rule, index cards, a briefcase, various files. He also has been assigned to an office that has various scientific and engineering tools.
Optional
Personality: Logical. Looks down on athletes, but mitigates that somewhat for athletes who are at least capable in their mental facilities. Struggles socially. Feels inferior in some ways. If pushed, he may explode in repressed anger coming out.
Likes: Logic and order. Rational explanations for all things. The music of Brahms (he has with him at the base several LPs of Brahms' chamber and symphonic works.)
Dislikes: Braggarts. Men strong in body but not in mind. Those who look down on intellectuals.

It was not as crazy in '64 as today but still:
So we have the Department of Justice, that has the FBI, the Department of State has the Bureau of Intelligence and Research (INR), the CIA is standing in the corner looking shady without a superior department and then there is the Department of Defense and that has at top level the Defense Intelligence Agency (DIA), the National Reconnaissance Office (NRO) and the NSA. And then there are the Intelligence divisions of the military branches USAF Security Service, US Army Security Service, Coast Guard Intelligence and Office of Naval Intelligence and they are more or less below the NSA?
...And then there is Robert Allen, who works for the Office of Intelligence and Counterintelligence (OICI) for the Department of Energy (established a bit earlier then in our timeline but okay).
How do so many spies get anything done?
My character's "big moment" in the Bio would be more representative of a DIA agent then a USAFSS agent, since the later don't usually do clandestine stuff but rather, as his academic background suggests, listening in on radio and telephone calls of the enemy. He probably got help from a DIA agent during that mission.
