The official languages of Loulan are Tokhari and Chinese.
The head of state is the President of Loulan, Mr. Punichandra Xashâyâri; the office of the President is largely a ceremonial one, although members of the diplomatic corps still derive their authority from the Presidential office. The head of government is the Prime Minister, Mrs. Bahâr Kolite. Perhaps most immediately relevant to diplomatic missions is the current Minister of Foreign Affairs, Mr. Kiran Sohrâbi (pictured right).
The capital city of Loulan is the medieval city of Urabo, which has been continuously inhabited since the 7th century CE. Urabo is a prefecture-level city, meaning it is not beholden to any prefectural government and is a direct first-level administrative division of the Democratic Republic in its own right. As a major industrial and commercial centre, foreign dignitaries and their families and employees should find all the familiar amenities to which they are accustomed and more. All embassies will be placed in various locations throughout the city close to the administrative heart.
All embassy locations in current constructions will provide on-site parking for up to 5 vehicles simultaneously. This can be circumvented with private parking in new constructions.
Diplomatic vehicles may be armoured but may not be armed. Small arms within vehicles are permitted.
Non-automatic firearms are not permitted; semi-automatic firearms are permitted to security staff only.
Upon request, instruction in the Tokhari language may be provided to any member of the embassy staff. School-aged children of the Ambassador's family may be enrolled in local public or private schools, should it be the wish of the Ambassador.
All embassy staff are subject to the laws and regulations of the Democratic Republic of Loulan while outside of the embassy's grounds or properties, within the normal limits of diplomatic immunity.
