1. An escort fleet consisting of 4 destroyers and 3 missile cruisers shall begin construction immediately for the use of the Ventismarian Union
2. A naval task force group shall be created with the new ships ordered and The Europa combining into a united escort fleet

Financing

1. 4.2bn Aurei shall be set aside for the construction of the 4 destroyers
2. 3bn Aurei shall be set aside for the construction of the 3 missile cruisers
3. An extra 750mil Aurei shall be set aside for administrative costs and initial staffing

Construction

1. Multiple locations in Capsland, Umbrellya, Allentyr, Lindenholt and Ripuaria shall construct and coordinate the construction of the order, due to be finished in 2023
2. It is at the discretion of member states hosting construction to coordinate, task and supply private companies to build military assets

Punitive Measure To Initiate Tranquillity and Stability (PM TITS)

A bill with the aim of sanctioning and condemning the Eikangaard United Socialist Republic and the Socialist Republic of Kiez; seeing how they have acted to destabilise the Nordismar region.

Economic sanctions

1. The Union and its Member States will enforce a halt on all trade of arms and related materials to and from the Eikangaard United Socialist Republic and the Socialist Republic of Kiez. In addition, the Union and its Member States will enforce a halt on the trade of equipment used in the production of such arms.
   
2. The Union and its Member States will enforce a halt on all trade of aviation and rocket fuel to and from the Eikangaard United Socialist Republic and the Socialist Republic of Kiez. In addition, the Union and its Member States will enforce a halt on the trade of equipment and substances used in the production of such fuels.
   
3. The Union and its Member States will enforce a halt on all trade of gold, precious metals and diamonds to and from the Eikangaard United Socialist Republic and the Socialist Republic of Kiez. In addition, the Union and its Member States will enforce a halt on the trade of equipment and substances used in the production and extraction of such resources.
   
4. The Union and its Member States will enforce a halt on all trade of minerals ores and coal to and from the Eikangaard United Socialist Republic and the Socialist Republic of Kiez. In addition, the Union and its Member States will enforce a halt on the trade of equipment and substances used in the production and extraction of such resources.
   
5. The Union and its Member States will enforce a halt on all trade of crude oil, natural gas, refined petroleum to and from the Eikangaard United Socialist Republic and the Socialist Republic of Kiez. In addition, the Union and its Member States will enforce a halt on the trade of equipment and substances used in the production and extraction of such resources.
   
6. The Union and its Member States shall enforce a halt on all financial transactions greater than 2000 Aurei to, through and from the Eikangaard United Socialist Republic and the Socialist Republic of Kiez. Additionally, Eikangaard United Socialist Republic and the Socialist Republic of Kiez citizens that are determined by relevant Union and Member State authorities to be in service of or closely related to the respective governments of the Eikangaard United Socialist Republic and the Socialist Republic of Kiez' financial assets present in the Union shall be seized by relevant Union and Member State authorities until further notice. Exceptions are made for diplomatic staff.
   
7. The Union, its Member States and other relevant financial organisations in the Union shall seize to grant any credit to the Eikangaard United Socialist Republic and the Socialist Republic of Kiez' government.

1. The Ventismar Union Parliament officially condemns the Eikangaard United Socialist Republic and the Socialist Republic of Kiez for their recent actions.

"The actions the EUSR have been accused and found guilty of are abhorrent. I am of a firm conviction that most if not all members of this house would join me in condemning the EUSR for its attrocious behaviour and I fully support economic actions taken against it and other states that wish to upset the precarious peace in Eikangaard. However, I must take note to the domestic affects of this bill. Halting the export of precious metals would seriously shock the domestic economies of the Ventismarian Union. In my home state of Garddrin for example would definitely see negative affects of a sudden market being closed off by this parliament. However, I also acknowledge that this actions needs to be taken in order to show the Socialist Republic of Kiez and the EUSR that cannot get away with disturbing the tranquillity.

This is why I propose this following amendment. The Ventismarian Union must make sure that business owners and workers in the sectors affected are adequately and effectively compensated either in the form of grants, handouts or credit."

Ventismar Union Parliament Bill

Alliance Formation Directive (AFD)

Alliances are the pillar of the VP politics, their role in the functioning of this institution is central and their formation should be regulated in order to prevent abuses

Definition of alliances

1. A VP Alliance is an official rassemblement of MVPs sharing common political objectives and views, working as a group in the Ventismarian Parliament.
2. Each MPV retains his decisional autonomy and independence regardless to his alliance membership.
3. VP resources for the institutional political activity of groups are allocated progressively among alliances based on their relative cardinalities.
4. An alliance can be established anytime provided the required parameters are satisfied.
5. An alliance can be dissolved anytime if the required parameters are no longer satisfied for a consecutive period of 3 weeks.
6. Each alliance can endow itself with an institutional internal organisation by appointing a whip, a bureau and a secretariat.

Quantitative parameters

1. Any alliance must include no less than 5 MVPs of different nationalities.
2. Any alliance must include no less than 32 MVPs.

Qualitative parameters

1. MVPs in the same alliance are required to have a certain degree of political affinity and internal cohesion, this is supposed to be true unless otherwise stated by the MVPs concerned themselves.
2. Any alliance is prohibited from pursuing anti-democratic values or deliberately acting against the interests of the VU, its member states and VU citizens.

Establishment of the Non-Inscrits component

1. MVPs failing to join any alliance will belong to the Non-Inscrits component.
2. The Non-Inscrits component won't count as an alliance in resource allocation, each Non-Inscrict member will be regarded as an independent MVP.

Electoral exemptions

1. Any alliance in the VP is entitled to formally endorse one list running for the VP election in each member state. Alliance-endorsed lists will be exempted from gathering any signature or paying any election deposit to run in the Ventismarian Parliament elections.

Ventismar Union Parliament Bill

The Ventismarian Parliament's Voting Procedure (VPVP) Amendment III

In order to guarantee a functioning Ventismarian Parliament, it is necessary to define a standard procedure for the vote of bills and amendments.

Timing of the Discussion

1. The discussion of bills and relative amendmends starts as soon as the bill is published.
2. Any MVP can submit amendments to the bill until the end of the discussion, submitted amendments will become part of the discussion straight away.
3. The discussion of bills and relative amendmends lasts until 48h after the latest innovative intervention.
4. Any speech or submitted amendment is considered an innovative intervention unless the previous intervention was issued by a MVP of either the same country or the same alliance.

Voting Format

1. Each MVP can cast his vote to a bill or amendment. If a MVP doesn't vote, his vote will be assigned according to the voting indications of his party.
2. Each party can submit voting indications. If a party doesn't submit any voting indication, their indication will be determined according to the voting indication of their alliance. If a party is not part of an alliance, their indication will be by default to abstain.
3. The voting indications of an alliance are determined according to the voting indications of their respective alliance leaders whips. If the alliance leaders whip doesn't submit any voting indication, their the voting indication of the alliance will be determined according to what the relative majority of the MVPs of that alliance who have voted has voted. In the event of a tie, their indication will be to abstain.

Vote Format

1. The vote of individual MVPs shall conform to the following format:
   MVP name (Party name, Alliance code) votes FOR/votes AGAINST/ABSTAINS on "bill/amendment name".
2. The vote of parties shall conform to the following format:
   Party name (Alliance code) votes FOR/votes AGAINST/ABSTAINS on "bill/amendment name".
3. The vote of alliance leaders whips shall conform to the following format:
   Party Whip name (Party name, Alliance code), leader alliance whip of the Alliance name, votes FOR/votes AGAINST/ABSTAINS on "bill/amendment name".
4. It is the speaker's responsibility to accept or reject the votes not in accordance with the official format.

Timing of the Vote

1. The vote of amendments, if any, starts as soon as the discussion is concluded. Amendments will be voted invidually but simultaneously.
2. The vote of amendments lasts until either 24h after all the alliance leaders have voted or 96h (4 days) after the latest vote or voting intention has been casted.
3. The vote of a bill starts as soon as the vote of amendments is concluded.
4. The vote of a bill lasts until either 24h after all the alliance leaders have voted or 144h (6 days) after the latest vote or voting intention has been casted.

Accession of the Commonwealth of the Nina Islands as an Associate Member State (ANIAMS)

A treaty to grant the Commonwealth of the Nina Islands Associate Member status within the Ventismarian Union (ANIAMS)

DUTIES OF THE COMMONWEALTH OF THE NINA ISLANDS

1. The Commonwealth of the Nina Islands is legally bound to contribute to the Ventismarian Union Budget fairly, in relation to its ability to contribute.
2. The contribution to the budget will be negotiated and proposed through the Ventismarian Parliament accordingly
3. The Nina Islands will accept Ventismarian rules and regulations on all applicable goods and services in an effort to coordinate the economies of the Nina Islands and the Ventismarian Union
4. The government of the Nina Islands will accept the free movement of people and goods in and out of the Nina Islands within the Ventismarian Union
5. The Nina Islands will be excluded from the VU Customs Union
6. The Nina Islands does not get access to voting rights within the Ventismarian Parliament but is entitled to consultation on bills and spending directives

DUTIES OF THE VENTISMARIAN UNION

1. The Ventismarian Union is not legally bound to cover spending directives within the Nina Islands
2. The Ventismarian Union must give Nina Islands a chance to opt-out of VU legislation should the Nina Islands prove it is not compatible

OPTING OUT

1. Opting out from a policy will not necessarily result in an automatic reimbursement, spending corrections can be negotiated separately

A non-binding bill representing this parliament's feelings and convictions on the continued use of the death penalty from within the VU and internationally

Parliamentary Statement

1. This parliament fully and universally declares the use of the death penalty as an unnecessary and outdated form of punishment
2. This parliament urges member states to fulfil the need to scrap the death penalty and join in the condemnation of the use of such a punishment worldwide
3. This parliament lends its full support to people that have been affected by the use of the death penalty domestically and internationally
4. This parliament urges member states to fulfil domestic enquiries into the effects historic use of the death penalty have had on personal well-being

Ventismar Union Parliament Bill

Ventismar-Eikangaardi Customs Union Membership Bill (VECUM)

A treaty to grant the Republic of Eikangaard greater access to the VU common market.

General provisions

1. The accession of the Republic of Eikangaard (abbreviated ROE) in to a customs union with the Ventismar Union common market shall be progressively established.
   The progressive accession will include three stages:
   1. A preparatory stage which shall commence upon ratification of this treaty
   2. A transitional stage which shall commence after ROE has completed the provisions listed
   3. Complete accession after ROE has completed the provisions listed
2. Upon complete accession the customs union shall cover trade in all goods
3. Both parties reserve the right to withdraw from the customs union
4. The movement of persons is not regulated by this treaty

Republic of Eikangaard

1. During the preparatory stages the ROE shall ratify the current trade treaties of the Ventismar Union, which are to take effect upon entering the transitional stage
2. Simultaneously the ROE shall withdraw from any trade agreements it has negotiated bilaterally or multilaterally, the withdrawal shall take effect upon entering the transitional stage
3. The ROE shall be able to benefit from all the VU's foreign trade deals upon entering the transitional stage
4. The VU may export all goods without any restrictions or tariffs to the ROE upon entering the transitional stage
5. The ROE may export all goods without any restrictions or tariffs to the VU upon complete accession to the customs union
6. The customs union's transitional phase will start 24 hours after ROE ratifies VU trade agreements and ratifies their withdrawal from other trade treaties
7. Complete accession to the customs union shall take place 24 hours after ROE has ratified and adopted rules, standards and regulations relevant to all applicable goods and services
8. The ROE shall continue to ratify future rules, standards and regulations relevant to all applicable goods and services for the duration of their membership to the customs union
9. The ROE shall continue to ratify future foreign trade deals for the duration of their membership to the customs union

Ventismar Union

1. The VU shall consult and involve the ROE in the drafting of future foreign trade deals for the duration of their membership to the customs union
2. The VU shall consult and involve the ROE in the drafting of future rules, standards and regulations relevant to all applicable goods and services for the duration of their membership to the customs union.
3. The VU shall aid the ROE's economy by enacting legislation that promotes private investment in the ROE's industries
