Duterte is a half-assed dictator and the Philippines declaring war on Canada is just ridiculous, as neither side would be able to invade or bomb the other's territory in the next future. And if they both switched to a war economy, Canada would just run over the Philippines, as the Canadian GDP proves.
That said, he has a point. Many shady companies, quite often affiliated to mafia organisations, have been dumping waste in poorer areas for years, and this has got to stop now.

Actually the Philippines has a larger Army than Canada. A pretty good one too in terms of the quality of soldiers but very poorly equipped.

We only have like several destroyers... which are surpluses from South Korea and Japan if I am not mistaken.
