Duterte is a half-assed dictator and the Philippines declaring war on Canada is just ridiculous, as neither side would be able to invade or bomb the other's territory in the next future. And if they both switched to a war economy, Canada would just run over the Philippines, as the Canadian GDP proves.
That said, he has a point. Many shady companies, quite often affiliated to mafia organisations, have been dumping waste in poorer areas for years, and this has got to stop now.

Well, it certainly brought attention to the garbage issue - which may well have been all he was looking for. If Canada (or any other country) is mishandling their garbage, they should fix the issue, and the extra attention in this case may put extra pressure on them.

Maybe that wasn't a good idea, but at the same time, it was not so long ago that North Korea made a more specific threat against Guam and somehow didn't wind up in a war with NATO/US. He probably could have gotten the attention without using the word 'war.'

If war ensued, how would we even get to at least Guam? Most Pinoy ships are rust and outdated materials anyway. Our navy’s technology is in the 1970’s level yet he threatens to go to war.

The Canadian Embassy has said that it will work fully with the Philippine government to resolve the situation.
You could call it cowardice but it would also be pretty stupid to escalate into a shooting war over what is basically a fly-tipping dispute.

Obviously the logistics of such and operation is absurd, clearly the Philippines cannot fight Canada.

Even in the comparison of ship classes (Canada has the advantage in frigates and submarines) it is bad because the Philippine “frigates” are actually retired US Coast Guard Cutters from the 60s with only a few guns, no missiles. It does not rank quality or armament of the vessels.

Not that it matters of course, there will be no war and neither both are far away from the other and have no real power projection.
