Obligated? Not necessarily. Fealty runs more along the lines of defense than aggression, from vassal to lord.

The danger stat on a city is all the danger added together. So a city with Danger 3 requires 15 extra Growth to make every new pop. That’s why Ralnis has to rely on Mystic Control - controlled creatures no longer contribute to the whopping 5 danger on his city.
EDIT: In other words, the Danger stat takes the relevant tiers from everything in the region and adds them up. So your city probably has a Very Dangerous resource in it.
