Greetings, we note the somewhat disagreeable state of affairs your nation has come to, and we wish to provide humanitarian aid. We intend to set up exclusion zones to recieve refugees, and distribute aid supplies, as well as maintain a small peacekeeping force. We will cooperate with any wishes of your governemnt and people, we want only to minimise the suffering of the people.

As of writing, our cities are under siege by KRO forces. While of course we gratefully accept any aide you can provide, it would be wrong of me not to inform you that you do so at great risk from KRO forces. All we can do at this point is wish you best of luck, and humbly accept any aide that gets through.

Tiber would never be certain, but it felt like Five was smiling.
"An interesting resource. Both a energy source, and a weapon. Tactical use of such a tool would be very advantageous. I look forward to a dem-"
They paused, putting an arm to their ear, before appearing to talk to someone.
"Yes, what is it? I hope it's important, I'm busy"
The faint mumbles of words from another voice could be made out, but nothing substantial.
"Oh my. Really? Well, that is quite impressive, and intriguing"
He put his arm down, and spoke once more to those in the room.
"It appears your demonstration has already gone off. There's reports of the city of Calmera, a city less than a dozen miles from the capital, going completely dark. I presume you have something to do with it, and that we shouldn't send KRO forces in?"
The Prophet looked uneasy for once.
"What about civilian casulties?"
Fives response was rather cold and calculated. Clearly, his response wasn't as emotional as his counterparts.
"Yes, of course. If a city has been wiped out, people are going to start asking questions, and talk may spread of war crimes.
While your technology is quite the marvel, I am hesistant for further use on civilian targets. Our goal for the KRO, is to win the hearts of minds of the Significance people, not destroy them. Why do you think we are laying siege to Government cities, and not finishing the job? Becuase people need to realise themselves the winning side, and only then will they accept their new rule. I would advise in future to only 'seed' military assests, not civilain ones.
I would also like you to give us our own sample to experiment on as soon as possible, back at our HQ. A group of your people will be allowed in to assist, but only a small group of a dozen or so. We need to keep our HQ as hidden as possible, afterall.
Are these terms satisfactory to you?"

Shock shook the room of Admirals and Generals, as the city of Calmera and it's forces went dark, so close to the capital. Panic started to set in, as speculation about what had happened spread around the room. Then, the fleeing bombers popped up on radar, clearing flying from the city.
"Can our AA missiles get a lock"
Called out a General.
"Aye sir"
Responded someone, after a few moments.
"Then burn them in hell!"
With those orders, a barrage of AA missiles was released, looking for revenge on the enemy bombers.
