How do I start off as a Benevolent Dictatorship?

I am a supporter of benevolent autocracy in real life and have been interested in the Benevolent Dictatorship classification here on NS too, which consists of high civil rights and economic freedom, but low political freedom. I have tried three times to create a puppet that starts off as a Benevolent Dictatorship, though all three have been failures: Utopia 1983 became an anarchy, Utopia 1982 became capitalizt, and Utopia 1986, just created a matter of minutes ago, was probably my biggest failure yet, winding up somehow as an inoffensive centrist democracy even after using "Inspect Element" to change the initial scores to -3,-3,70, which should have given civil rights of 100, economic freedom of 100, and political freedom of 30. (I'm thinking answering "disagree" to "capitalism is on the way out" probably had some impact, though I wouldn't have expected it to completely screw everything up.)

I've seen the threads that list how to start off with any government type, though those are based on the "old" (and IMO superior) nation creation process, as opposed to the new one that was introduced a couple of years ago. Does anybody know how to start off with a Benevolent Dictatorship, rather than merely an ICD or whatever, and can a new version of that thread be made by chance?

But there is an easier way.
To get a starting Benevolent Dictatorship, select "Libertarian" freedoms. Then, scroll down to question 7, which reads "Without democracy, a country has nothing" (or something along these lines). Reply "Strongly Disagree". Leave the rest of the initial questionary blank. Just tested it and indeed it works, giving you a starting Benevolent Dictatorship.

You want to get High Political Freedoms, High Economic Freedoms (Otherwise, you'll become an Iron Fist Socialists), and NO political freedoms (Otherwise you'll become a Libertarian Police State)

I've just tested it and, to my surprise, it did give me a Benevolent Dictatorship! In that case, Political Freedoms started at 33, very close to the exact border between BD and Capitalizt. Civil Rights and Economic Freedom start at a whooping 97 as expected.
