Declaring a national emergency would be on very shaky legal ground and almost certainly be challenged in court and would piss off many in Congress.

Even if he were reelected, there is a sizable chance that he wouldn't evennbe able to get huge swaths of land built onnbefore his next term, let alone by the end of his second term.

Again, BAAP, went from a decree on paper to a fully functioning ammunition plant within a year. The area was evicted and ground was broken in less than 5 months.
Although the Ho-Chunk nation is laying claim to the land, they have not been granted legal title over it as of this time.
Pressure a governemtn hard enough, and the government will enforce its will with ruthless tenacity.
