If he majorly screws up, he won't get re-elected (or at least, that's how its supposed to work)... right?

How will people know he screwed up ? I can effortlessy devise a budget that will make life for Americans great for the coming 6 years or so - after which it all comes crashing down.

Happily, history teaches us that Americans would then not blame me, but my successor. So hopefully that will be someone from the other party.

Yes, why is "the left' (well, ok - the "less right") in the USA Blue instead of Red ?

Because American political parties took a really long time to adopt colours for the different parties. It really wasn't until 2000 that the whole Blue for Dems and Red for GOP took hold with standardisation of colour maps between news stations.

Yes. But mostly, the important factor is time. People are only president for 4 years until re-election; while the impact of many of their decisions can take well over a decade (or several) to see.

Seems kinda like the whole "football" thing :P

its technically still consistent

the southern border can be "the most vulnerable" (least secured) but not be the most often utilised by the terrorists

similarly, maybe large numbers are arrested at the airports because those points are already sufficiently secured, hence "less vulnerable"

Well red and blue because of the flag. And it started as a practice to avoid favouritism. Every four years the major TV studios switched which colour which party used for election. Or you were ABC who apparently had the Republicans in yellow until the 90's.

"No agreement on budget = the last approved budget is used again".

That’s what we did up until the 1970s when Nixon and co changed it. All it would take is repealing that stupid piece of shit. Unfortunately neither party wants to do that because they use shutdowns as leverage

If Trump does try and declare a 'State of Emergency' and thus give himself 'Special Powers' whose job is it to say "No?"

and what happens if 'they' do, and he still orders the Engineering Corps to head south with a few tons of steel? Will Trump be arrested? are USACE obliged to follow orders?

I would love to see the engineering corps march down without any sort of plans for construction or permission to build on private land and nature reserves.
I hope they bring lots of coffee while waiting.

It would be highly illegal and most likely erupt into civil unrest/war. Shit would hit the fan quickly. Most likely his cabinet would oust him using the 25th. Though it’s possible we could see a military coup.
