Republicans in the US House elections (for NY) won approximately 31% of the popular vote. However, they only won 6 seats. That is neither fair nor democratic.

It's not fair because Republicans are underrepresented. Europeans have this figured out; you have not. The GOP should have 31% of NY seats in Washington, instead of 22%.
My opinion on this wouldn't change regardless if New York was a heavily red state or if my preferred candidates won more frequently.
