Still, it would mean people can have service tailored to their website choices, e.g. someone who uses YouTube a lot can have unlimited bandwidth for YouTube.

No, it means that ISPs can extort money out of websites and censor the information that their customers can access. That's it. That's the problem. What happens on the customer side is, frankly, irrelevant, compared to giving monopolistic entities the ability to unilaterally censor what information you can access, and fucking over smaller websites.

I live in a place where certain sites can be offered preferential data plans - namely, Poland.

All it means is that there are deals where you get stuff like unlimited Facebook or Twitter.
Capitalism, single-payer healthcare, pro-choice, LGBT rights, progressive personal taxation, low corporate tax, pro-business law, welfare for those in need.
Nazism, edgism, dogmatic statements, most of Abrahamic-derived morality (esp. as law), welfare for those not in need.

The natural state of the capitalistic system is to form monopolies in order to have total control over the distribution of goods/services, unhindered by pesky competition. When you are the only provider, you decide what should be paid.

Until someone easily threatens your stagnant service.

The internet will almost certainly be even worse without the EU. Most countries will start violating net neutrality and both governments and ISPs will manipulate what you can and can't see online according to their interests. At least the EU guarantees neutrality.
And while there may not be an article 13 per se, the music industry will still be around. Without an EU to guarantee some consumer rights, the music industry will be able to easily enforce even more draconian copyright laws on each country individually.

Dismantling the EU won't magically fix everything.

There are other problems with the EU other than this, and internet censorship could be a way to expose their flaws to the rest of the world. Besides, Article 13 failing to achieve its goals WILL lead to LESS censorship in the long run because copyright holders will know that it's a bad idea to censor the internet because people WILL fight back.
It's going to pass anyways (judging by Merkel's sheer inability to lead the EU), so let's just hope it backfires and leads to copyright holders seeing it as a step too far.

Which doesn't happen in industries that inherently have extremely high barriers to entry, like the ISP business.
