I think monarchies have a lot of appeal. First, the idea of a monarch fits with the nationstates idea that you the player, are the nation, that reflects the way a monarch is sometimes seen as the personification of a leader. In addition it makes character based RPing easier. You can role play relationships with the leaders of other nations, without worrying about elections making your character irrelevant. You also need less characters (although, I think most RPers don't realize the amount of ministers and advisers that a monarch needs to rule even a small modern country) There is also, a lot of types of monarchy, so you can have a monarchy that is a liberal democracy or an autocratic one, or even a socialist monarchy. The may difference between RPing with a monarchy and a republic (or the terminology I prefer, a Principality or a Republic), is that with a hereditary lifetime ruler, one can easily interact with other nations with Royal marriages and balls, but also have flawed characters that wouldn't be elected.
It is also fun. Especially compared to RPing Communism, or boring old liberal democracy.

As for websites, specifically for maps, not so much. Though there are various (free) programs you can use in map-making: GIMP (raster graphics editor), Paint.NET (raster graphics editor), and Inkscape (vector graphics editor) to name a few.
