Official Name: Honesty and Transparency in Financial Services ActNickname: HTFSA

Overview: This bill will mandate fairness and honesty in the financial services industry. The bill mandates that all financial services either adopt fiduciary responsibilities or honestly articulate their job. This bill will bring honesty into the US financial industry.

Section 3: Any individuals and/or corporations or any other entity who violate fiduciary responsibilities is eligible to be sued for damages by their clients laid out in US Corporate Law

Section 4: Individuals may continue to operate in the financial services industry in professions that involve the management and/or investment of a client's money in excess of 1,000 dollars without fiduciary responsibilities if they market themselves as with the prefix "Non-Responsible" or "Irresponsible" attached to their job title
Section 4a: In any and all displays of the job title all words in the job title shall share the same font size, and font type
Section 4b: Failure to obey Section 4 knowingly shall result in a fine no less than 50,000 United States Dollars, and no more than 100,000 United States Dollars, as well as either the adoption of fiduciary fine, or a court-mandated rebranding in order to bring the offending party in the line section 4a and 4.

Pross stood. "Mr. Speaker, the opioid crisis is one of the most pressing medical issues in our country today. I saw and continue to see the people in my home state of West Virginia and so many others across the nation suffering daily. This bill gets us leaps and bounds closer to a solution than we were yesterday. Experts have estimated that it will cost tens of billions of dollars annually to fight this crisis, and this bill provides us with the financial resources to start reaching a solution. The FODAC would act as a necessary component for research as well as awareness campaigns, and after consulting with the NCASA, I have seen to it that we will provide the financial incentives promised to the states for assistance with starting PDMPs that will help us prevent addiction in the future. This bill is composed of solutions that experts on the crisis have concluded will work, and it is in the best interests of the American people that we move this bill forward. Thank you."

Seeing that nothing has proceeded, Representative Smith stands for a question: “While many areas of the country are struggling with the opioid crisis, there are also others struggling with issues regarding other prescription drug abuse, namely anti-anxiety drugs like Xanax and Clonazepam. Would you consider an adjustment to this bill to cover prescription drug abuse as a whole?”

Pross turned to Smith to answer. "I certainly would be open to amending this bill, Representative, and prescription drug abuse as a whole is a serious issue as well, but I think it more beneficial for a separate piece of legislation dealing specifically with other prescription drugs to be considered at a later date. A separate bill provides us a wider range of options than a simple amendment would, and I believe opioids are serious enough to where they need to be dealt with separately. Besides that, PDMPs that would be instituted would, under the current language of the bill, be able to be utilized to monitor Xanax and Clonazepam prescriptions as well as opioid prescriptions, which helps us instantly deal with other prescription drug abuses that have arisen."

Appleby shrugged at the failure of his effort, and started jotting down notes for a separate bill, but looked up to ask a question.

"So, if people got themselves hooked, why are we shelling out money for that?"

Pross turned to Appleby. "For the same reason we have state-funded rehab centers, Representative. Even if people are doing this to themselves, it's our duty as a government and as humans to do what we can to help our constituents and our fellow man. In this case, that's helping those who are already addicted and doing our best to prevent others from getting addicted."

"I wouldn't say that this bill is giving Congress the power of deciding how to prevent addiction," Pross replied. "That's not our job. What we're actually doing here is giving the resources and power to do so to the people whose job it is, who specialize in that sort of stuff - the Department of Health and Human Services, the NCASA, FODAC, state PDMPs. Organizations that will be able to utilize these resources toward keeping people from getting addicted much better than we ever could. So if you're simply concerned about preventing addiction, Representative, that's good! So am I. But this bill would do that, and it would keep us from having to be responsible for it, putting it instead in the hands of experts and specialists in this field, people who know how to get these things done and done well."

"We have," Pross replied, beginning to get internally annoyed with Appleby's persistence. "The NCASA, for instance, has a list of suggested solutions to this crisis for the government to take that would begin to take effect through this bill. A list that was composed by people who know what they're doing and is available to read online if you'd like. Through this bill, we'd be pairing them with FODAC and Health and Human Services to allow them to actually implement these suggestions. We'd let the experts take it from there."

Damn you, Appleby! If this bill fails because of your debauchery... if I don't get my signature legislation... I will ruin you. Pross was internally livid. Why would Appleby try to shut down a bill that would help the American people? Oh yeah... he thought, unintentionally answering his own question. On the outside, he remained composed as he answered what he desperately hoped would be Appleby's last question.

"As I outlined in this bill, the money will come from departments to be determined later. I didn't think it fair to decide for all of the House where the money should come from, so once this bill gets through, we'll determine collectively where it should come from - everyone will get input that way. As for the lump sum list, the NCASA suggestions actually apply to the lump sum as well, since these funds will allow Health and Human Services to be able to implement many of their ideas at a federal level. So we do have a set idea of what they'd do with the money, but even if we didn't, it's not really our job to determine what Health and Human Services does do with it." He took a deep breath. "Are my answers to your satisfaction, Representative?" he asked with a bit too much snark in his tone.
