With Illuminatus Mikhael Ariel alone in the garden with him, Interior Secretary Junis emerged from the shadows of the almost neurotically-trimmed shrubs and the statues of previous emperors decorating the garden.
"Do forgive me for this most sudden request", said Junis, as he strode towards the Illuminatus and planted himself firmly beside the significantly taller man, raising his head and breathing in the cool morning air. "You appeared to be a suitable recruit for something that I've been meaning to plan as of late. Everything we say here stays off the record, understood?"
The Interior Secretary removed his glasses, wiped them, and then perched them back on his beak-like nose.
"Firstly", he began, still not making eye contact with the Illuminatus, his own eyes kept peeled for unwanted guests, "I have been considering an invasion of the Royal Confederation for at least a decade now. We all know they've been a constant thorn in our side. However, we could not, because being a bastard's not a crime in itself. There has been no legitimate reason to openly declare war on them... until now, that is.
"Of course, the problem is that there are very... inconvenient people in the Central Council. People who would rather give up pieces of our land to the warmongers of the South until there is nothing left of our Empire. People whom I would very much like to eliminate."
Junis chuckled ominously.
"As Interior Minister, I control the Imperial Court of the Johrid Empire", he continued, his deep, raspy, nasal voice suddenly darkening even further, as if he were trying to hide something from the heavens, "but there is a certain level beyond which I cannot act upon, without proper reason. And for that, I will need your help.
"If you're in... I'll let you in on more information."

Nihei beckoned to Morgan to follow, as he returned to where his younger brother Narin stood, watched over by the kind (if almost entirely hapless) Acting Chairman Dahmon Roquilas, who also made for Queen Morgan to shake her hand and offer his (almost sincere) thanks for her attending the ceremony.

It is with utmost disapproval that we regard your request for the Kingdom of Hajerus to pledge its troops to the defence of the southern Johrid border.
The Kingdom of Hajerus has always abided by the Pact of Jun, signed in NE771, and has kept its military within the limits imposed by the central government in Eunau. As a result, we have had to pursue a vastly limited foreign policy, especially with the nations of the north, due to our limited capacity for self-defence.
To request troops from our already limited forces to protect a border to which we have no relation is an unacceptable and unreasonable request. As such, we are hereby refusing to comply with the orders of Eunau to dispatch troops to the Johrid-Cantarellian border.
