Tariffs might improve production at home, but it will also draw jobs back to Canada and Mexico (outsourcing works both ways) and tariffs make products more expensive. So, it is hard to say whether NAFTA is actually good or bad for the American worker. I would say, in general, it's a good thing, because while maybe costing localised jobs, the entire US profits from the lower prices of goods.
