Purchasing more than one handgun within any 30-day period is prohibited except in specific circumstances. There is no limit on the number of rifles or shotguns that can be purchased... California requires a permit to carry a weapon, issued by a sheriff or police chief. There must be a reason — usually self defense, and the person must be of "good moral character." Some counties, including Los Angeles, refuse to issue permits. But a permit issued in one jurisdiction allows you to carry a gun anywhere in the state... Just by reading that, you can tell that the goal isn't safety, as handguns are used for self defense more often than rifles and shotguns. Also, if your county is liberal, it can refuse to issue a permit, for the sole purpose of inconveniencing you to go to another county. Misdemeanors, unless we're talking about wobblers, aren't usually a big deal here, but if your misdemeanor is deemed "violent" you don't get a gun. Even if the violence was a result of a heat of passion argument that happened over a decade ago.

Do these laws prevent mass shootings? Judging by the latest Bakersfield shooting, not really. The point is to fuck with gun owners, to make the lobbyists of lawmakers feel better. I'd much rather have the state hunt illegal immigrant felons, (note how I'm limiting that to those who committed felonies, which amount to less than two percent of illegal immigrants, and virtually no DACAs,) but they actually get preferential treatment over California's gun owners. So if Californians want to rub it in to the Sac, go for it. If the state spent as much time focusing on catching illegal immigrants who committed felonies, as it does on gun owners with criminal misdemeanors, Kate Steinle would still be alive.

A pretty fucked up one so far. But considering I am, 17, and have been around 17 year old knuckleheads, especially at parties. This is pretty par for the fucking course . Give impulsive 17 year olds alcohol and you end up with guess what, knuckleheads being knuckleheads.
