Another idea, a cybernetic connection to tamper with (close by) traffic cameras and lights. Why worry about getting stuck in traffic when you can make traffic do whatever you desire.

I don't know what sort of drugs are prevalent, but I assume there would be a cheap drug that is somewhat "affordable" to the denizens of Sac-Town. Of course, you get what you pay for so, I wouldn't expect to have a good time when using the cheapest of drugs. I don't see why an info-gatherer wouldn't be okay, so long as their connections are shoddy or nonexistent. Guess it depends on what you mean by unemployment? As for cybernetics, I believe most anything is fair game, minus high-quality or military-grade equipment. The poor wouldn't have access to shiny technology in most instances.

Info-gatherer being basically a guy at the docks looking at things and observing stuff, either through cameras (Probably a bad idea unless they're the lowest form of tech physically possible) or in person. Unemployment being that the crew he ran with was murdered rapidly.

Info-gatherers are often so much more than just 'that guy at the docks'. To give an example, one of the reason the Game of Throne character Varys "The Spider" is considered so damn dangerous is that even if he never puts a single knife in anyone, he has the ears of a wide array of people from many walks of life. People often had rather loose tongues around homeless people in medieval society and it's likely the same wouldn't be much different today if the ones talking don't know any better. Homeless people are also rather observant for the right amount of money in their pocket and generally left well the hell alone to beg for change and/or food so long as they aren't a nuisance...imagine what such folk could learn in this setting.
The difference between a spy and an information broker is only whether the same person pays for your services or anyone of interest in what you hear.

Come to think of it, a man who pays homeless people money as their contact to a gang would be useful to a degree. Good, inexpensive way to get news.

PERSONALITY: Cold. Uncaring. Monstrous. Sadistic. The various things said about Lycan would make any psychologist faint from both the excitement of having such a head case on their hands, and the horror of the perfect storm of both mental conditions and a personality so twisted one could barely call it human. Lycan relishes in pain, both his own and that which he causes to others. He takes pleasure in his job, a good quality for any hitman, and would probably be a murderer of the weak and poor in Sac-Town's slums. While he does feel a form of love for a very select set of individual, it is more of an urge for companionship than it is an actual attachment. In short, Lycan is a pinnacle of the social and mental breakdown of the youth minds in the slums, the ultimate creation of poverty and crime mixed together, a being who knows no loyalty or ethics, existing only to satisfy itself.
BIOGRAPHY: Lycan was born in Sac-Town, to an unknown mother and Marco Palermo. Marco was a drunk addict and prone to violent flashes of pure anger. Lycan's mother must have been even worse, because the only truth that ever seemed to come from Marco's mouth was the fact that he had been violently abused during their relationship. Marco eventually stole Lycan away during the night when he was two, gave the child to his brother, and went back to confront his girlfriend. He was never seen again.
Lycan's uncle was not a kind man. He was not a considerate man. Whether or not he was really even human is up to debate. Lycan was abused almost daily, at one point being locked in a closet for more than a week with barely any food. Lycan grew cold, and his hatred for his family and all things related to them grew by the day, until one day, when Lycan was 13, he took a kitchen knife, and gutted his uncle, aunt and cousins, and left them for scavengers and dogs in their own home. He then proceeded to steal and murder his way across the slums for the next 6 years, before finally making someway into the hitman game, so that he could adopt it as his full time job. He tortured those he didn't like, stalked those he did, and made waves in the tiny scale crime scene in his local blocks. Now he is looking to become a fulltime hitman.
