Verizon and AT&T love favoring their content over all else, but Verizon doesn't seem to care about things that aren't as profitable.

Read contracts, understand contracts, pick contract which applies to your useage, everything is good.
The provider could decide to voyd that rule for the duration of an emergency but they're not, as far as I'm aware, legally obligated to and doing that would essentially be a nice goodwill gesture.
