Firstly, I'm so curious about your sources that it's a "dying" practice (dignifying it with the term "procedure" seems rather stupid)- and as for "voluntary", it literally often isn't. Parents pack their kids off to go receive this kind of "treatment" and sign off on child abuse.
If you knew jack shit about this bill, which it's clear you don't, you'd know it bans licensed mental health practitioners from performing this abuse on minors. It doesn't stop adults with issues they don't know how to sort out from going off on some misguided quest to cure themselves.

Also, I'd like to point out that even when done on adults, they're not giving truly informed consent, because they're being falsely advertised to.
