In what World was 1938 a Japanese Victory? The 1398 Battle of Lake Khasan led to the 1939 Battle of Khalkin Gol, where the Japanese were mauled so badly, that they never had the courage to attack Russia/USSR again. Ever.
Also, the majority of the people in Siberia, who are ethnic Russians, would call your proposal "utter bullshit" and probably say other things to you that I shouldn't quote on NSG.
