When someone claims that the citizens of Hiroshima were leafleted before the bomb was dropped the implication is that they were given specific information about the threat posed by this new superweapon. Not that they might have seen a leaflet at some point in the past that said some cities were targets for fire bombing but maybe or maybe not their city.

That is not the impllcation. The implication is that they were warned that cities would be destroyed, some specifically, and others not specifically (which is the best route to go whilst trying to maintaining military secrecy, after all, it doesn't take Sun fucking Tzu to know that its a bad idea to announce where and with what you're going to strike your enemies). Would you rather the enemy's war infrastructure (military factories, military facilities, etc.) stay intact? Say what you will about the human horrors, but they were unavoidable with the available technology. You can't precision bomb a tank factory without knocking out the surrounding neighborhood unless you have a bomb with a 10m CEP.

At least with Japan, an attempt was made to reduce civilian casualties in the only feasible way.
