That is not the impllcation. The implication is that they were warned that cities would be destroyed, some specifically, and others not specifically (which is the best route to go whilst trying to maintaining military secrecy, after all, it doesn't take Sun fucking Tzu to know that its a bad idea to announce where and with what you're going to strike your enemies). And you know, if you lived in a city where said leaflets were dropped, then it would behoove you to not take the fucking chance of staying if at all possible.

Just like the citizens of London all moved out during the Blitz. After all, they knew the city was being bombed night after night.
Or maybe your idea that a cities entire population can just bugger off and live up a hill somewhere is a little bit daft.
The leafleting thing was a band aid to try to plaster over the fact that the firebombings in Japan were a brutal method to try to force an end to the war before having to invade. The Allies knew full well that the vast majority of the populations had no option but to stay in the cities, but the leaflets probably made the pilots feel a bit better about murdering 10s of thousands of people with each raid.
