Svyat Chamber of Security Summit I
The First Turmoil
To whom it may concern,
This is a letter formally recognizing that your presence is required in the city of Zatokje for the first assembly of the Chamber of Security.
Presently, the world is under a near insurmountable danger. Multiple states have rocketed to nuclear power, drawing new and potentially horrific consequences onto the stage in which the drama of politics takes place. It is certain, that all states, regardless of continent, disposition or intention, will see the effects of our rapidly shifting political scene. Now is truly the time to unite and overcome our collective issues, some of the greatest ever faced by our people, to ensure peace and prosperity in the future.
The state of relations is currently amicable, with no major tension between Monarchies and Republics, however this is far from indicating true peace in our times. Ausralia is wrought with turmoil as the Antarctostan insurgence rises, and Constanlia faces Gristolite insurgence day after day. It would be permissive and short-sighted to dismiss these undeniably global issues, and as such, Zatokje should be seen as a chance for all to truly secure safety, prosperity and amicable relations with all members of this august community.

ATTENDEES
States to attend at the meeting have been selected by Pelecanus. For this summit, all states in the Chamber of Security are requested to attend. It is expected that a suitable dignitary will attend and that formal diplomatic language and etiquette will be used. States should see this as a chance to foster relations with other states and build their rapport.

LOCATION
The first summit of the Chamber of Security will be held in the capital city of Pelecanus, Zatokje. Zatokje is a government, business and industry hub, with bustling streets and squares accompanied by modern architecture, dotted with historic districts, natural reserves and museums. The area has housed the Pelecanite culture for over 3000 years, formally being founded in 1129. Zatokje is a flourishing trade point, thriving metropolis and the main port of the Pelecanite navy, with a unique blend of cultures from across the lands of the Federative Republic and contains the peak of Pelecanite architectural innovation. Weather conditions range from temperate to semi-tropical, with average temperatures of 26 degrees Celsius, cool seaside winds and lush trees.The delegates will be staying at the Hotel Oceaniczny for the length of the summit. The state of the art hotel is sleek and modern, situated in the bustling Government District and sits near a railway station of the same name. Oceaniczny prides itself as Zatokje's premier diplomatic hotel, hosting many diplomats on trips in the past. When not hosting a summit, the hotel plays host to significant and wealthy guest as well as public functions in it's many facilities including various sporting facilities, pools, restaurants, spas, gardens and a large multipurpose hall. Rooms in the hotel will be provided in blocks, with each participating state having rooms in the same area to allow for their ambassadors to discuss matters at the conference. For the purpose of this summit, the hotel has been fully cleared and all facilities made available. Security will be provided generally by the local police, and if required the prestigious and local 2nd Heavy Infantry Division.
Hotel OceanicznyThe summit itself will take place in the Government District Specialized Conference Hall, located one train stop from the Hotel and high-security rail services will be provided on request. The Conference Hall is also a short drive down the main boulevard, pictured in the bottom right of the attached image of the hotel. The facility contains 50 conference rooms several lounges and a bar, along with a main hall which will be used for the majority of the summit.

ITINERARY
Arrival
Representatives are expected to arrive promptly, and delegates should be on site within 72 hours of the receiving of this invitation. Arrivals will be met at the Zatokje International Airport and escorted by Pelecanite services to their hotel rooms. Any essential cost will be covered by Pelecanus for the duration of the summit.
Day I- Welcome and Introduction
On this day, majority of representatives should have arrived. No formalities are schedules and delegates may familiarize themselves with the Hotel, Conference Hall and tour Zatokje. Any excursions will be provided with a security detail.
Day II- Proclamation of Government
This day entails the official beginning of the Svyat government and any key issues surrounding this shall be addressed. This may include but is not limited to: Time, Naming of Continents and Naming of Oceans.
Any issues surrounding government should be raised by delegates on this day.
Day III- Gristolite Solution
Following intervention by Pelecanus and Constanlia in 1900, insurgents from the ex-state of Gristolite have been causing havoc in Constanlia and the Pelecanite holding of Zatoka. Despite a horrific global conflict being between 1900 and now, their movement remains strong, and a solution is required.
Particular concerns are:
- Attacks on civilians
- Attacks on military installations
- Disruption of trade around the Zatoka area
- Impacts on the wider communites
- Rise of Gristolite Terrorism globally
This portion of the summit may be extended if required to allow further negotiation.
Day IV- Ausralian Civil War
In recent weeks, a vicious civil war has broken out in Ausralia. There have been no reports from either party and as such this day aims to open a dialogue between parties and wider members of the international community. Aims include minimizing loss of life and establishing some sort of solution. This portion of the conference may drag over several days if required.
Day V- Open Floor
Day V is open to any state to take the floor and raise issues of international concern of a security nature or to put suggestions to the other branches of government. This period will be extended if required.
Day VI- Departure
Over this day, delegates will begin to depart the conference and concluding remarks made. It is hoped by this day all legislation is signed and a formal conclusion banquet will be held to signal the official end of the summit.
