I wouldn't mind if you could artificially inflate a card's price with money you had. It's sneaky sure, but it invites people to snipe that money away from you. High risk, high reward. However, Legland didn't even have the cash to do it, so basically he was artificially inflating the price of cards with nothing, and with no risk to the nation's bank. At least with puppet abuse you still have to put in the legwork, even if there is no risk.
