It wasn't democratic for them, they paid taxes and yet had no vote. Fair enough, I didn't know they employed conscription. Still, as far as revolutions go, it could've been a whole lot worse than conscription.
People living in US territories don't vote for legislators, but they still have to pay federal taxes.
