The first group to get modded was Melkor Unchained, Demoness, and Menelmacar. Shortly afterwards (maybe 3 weeks or a month) they were joined by several others. They included Amerigo the mod, Neutered Sputniks, TJHairball and Reploid Productions. All but Reppy have retired.

They spelled the region name "eViL" or something like that. There were later, unrelated regions to use the name.
There was a trickle of player traffic between Evil and 100 Nations of Conquest, who were a larger, early not very successful invader group. 100 Nations of Conquest were best known, after doing a few raids and then becoming dormant, for taking credit for Farker raids. This allowed the Farkers to work in the shadows and 100 Nations of Conquest to take all the backlash.

Francos Spain was the founder of the New Pacific Order, the government of the Pacific since 2003. Controversial figure, still follows their name to this day; their nation ceased to exist in 2004, though it was refounded for the NPO's 10 year anniversary in 2013. Might be worth reading through this.
Francoism is an ideology inspired by Francos Spain's policies, I recall it was made after Francos CTE'd. It splits NS into two groups- the Feederites (nations in GCRs, which means game created regions like the Pacifics) and the Userites (nations in UCRs, any region founded by a user), and says that the feederites should liberate the GCRs from corrupting userite influences. You'd do best to read it's manifesto, Proper Francoist Thought, it's much more comprehensive than what I've described.

You can see that [v]'s first public post, for example, is in 14. Also worth noting that the lowest thread we can access, 4, has post #46 as it's OP (viewtopic.php?p=46#p46).
In other words, 11th thread on this forum is gone or in a staff section, is my bet. As is the first, if that was a typo
This forum, as you can see in those, is circa 2009ish, and there were others prior - but all archives known to me are partial and hard to navigate.
