Salutations. As one look through my country's data will tell you, we are very far apart in terms of ideology, but my nation has begun taking initiatives to establish diplomatic relations with numerous countries regardless of relations in hopes of preventing unnecessary conflict.
However, before we begin the process of choosing a candidate to send, there is something I feel the need to ask in the interest of the Arctica-Aleutian people.
Why does your country ban vampires from taking on a diplomatic position like this one? Although many proclaim them to be unholy creatures, they are not mentioned in the Bible to my knowledge. In addition, vampires in my country mostly follow Christianity. Even if you think they cannot be 'saved', I would think you'd be glad that they chose to serve God instead of Satan. Admittedly vampires in my country were once harmed by crosses, etc., but through some miracle this has stopped, likely due to them accepting society and religion.
I had no plans to send a vampire as a diplomat, but since much of my nation's population is vampiric I believed I should seek a response to these points before establishing relations.
Representation of a nation will not be hindered by an unholy presence in that nation unless that unholy presence directly governs that nation, or that nation willingly follows the ways of the unholy presence. The existence of vampires in your country does not prohibit you from filing an application with the Legation Quarter.
What makes your vampires still abominable in TurtleShroom?
For starters, the Christian religion explicitly states, in Acts 15, that a Christian shall not willingly consume blood. Unless your vampires are up to drink V-8 tomato juice or deal in the business of "Sanguinarian energy eating", they are committing an explicit sin, and they are unrepentant. Further, vampires must feed on either blood or a substitute in order to exist. As such, they will commit aggression against another creature in order to sustain themselves.
It is honorable that your nation's vampires are attempting to right themselves and find God, but that does not change what they are or that they are consuming blood in express violation of Acts 15. In addition (although this may not be the case for your race of vampires), most classes of vampire only create ("turn") new vampires with the consent of the other party. There are a few strains of contagious vampires, but they are not that common. Assuming your vampires are not contagious, they have only propagated themselves of their own free will, magnifying their sin.
Either way, in accordance with TurtleShroomian law and old Slavic custom, vampires may be killed at-will by any able-bodied TurtleShroomer. We advise, if not implore, your vampire race to not enter TurtleShroom if they value their lives.
