Quick Summary(paragraph please):
Unable to convince Alexis to not pursue her plans as Red Raven Carter is conflicted on how to go about helping his friend Alexis. After Red Raven kills her first victim, a rapist who escaped prosecution because of wealth and connections. Carter decides he will need to physically intervene before things get out of hand. After Red Raven's third victim, the Police put together RRTG or 'Red Raven Task Group' in order to bring her down preferably alive but stating that if unable to they would use lethal force to send a message that vigilantes would not be tolerated. They also release a public statement denouncing her actions outside both common law and the superhero community and mark Red Raven as nothing more than a common criminal. Realizing that Alexis could easily get herself killed by the police Carter finally approaches the Young Bloods seeking additional help. Meanwhile Red Raven continues her crusade as she advances her skills and seeks like minded disenfranchised individuals.

Pretty much. I'm planning Marionette being the one to try and convince him, but if you wanted Red Raven could be the one who actually tries to convince him. Although I'll still probably have Red being a prisoner of Marionette for a while.

Sounds awesome to me, I plan to make a couple NPCs to fill out Raven's roster as I suspect most player characters will be hunting her. So, it would be neat to have interaction between Red and Raven. Like I said, even if Red does not ultimately join her team, I am sure that it would be a nice scene overall. With Red being forced to decide between trying to go straight and narrow despite not fully being trusted by society even before he was set up and now is actively hunted for wrongs he did not commit. Along comes Raven and her team to free him from Marionette and an offer to strike back against criminal elements in a way he excels at by someone who has risked her team to free him.

It would be a tempting and difficult choice for Red.

Bio: Marcus was born rather special. This became apparent as he hit puberty and was discovered to have superhuman condition allowing him to hit harder, run faster and last longer than any normal man. In addition to these rather basic abilities he had the ability to manipulate earth. Marcus had a rather normal life. Marrying, having a family and joining the military and making special forces. He became a war hero in Afghanistan and was almost on his way home when his wife and child were murdered, however the killer used a plea bargain and traded information on a local crime boss and was given a slap on the wrist. Marcus waited patiently for the killer to be released form prison before he put his special forces skills to the test. Capturing and torturing the man before killing him. But it didn't stop there, he has since moved across the country and waged a private war on crime using an array of military grade firepower, special forces training and superhuman ability. Arriving in San Diego he has heard rumors of a local like minded vigilante whom he tracked down and took on as a sort of apprentice training Red Raven to become even deadlier than the vengeful teen woman already is.
Powers:

• [Superhuman Conditioning]: Marcus in short has superhuman physical attributes. Able to run on the upside of 60mph, throw a sedan and take hits that would normally bust walls
• [Terrakinesis]: Marcus can manipulate earth elements for various uses. Either picking them up and throwing them, using them as barriers to block damage ect

Limitations:

• While superhuman, Marcus is fairly low on the scales. Comparable super humans can harm him and even non supers equipped with heavy weapons. Also, guns are still quite effective as his durability is far less effective against piercing attacks
• Using his terrakinesis Marcus can only manipulate a limited supply at any one time and it requires direction with his arms. So, he cannot do this while shooting for example.

Weaknesses: Still Mortal, excessive force or even powerful guns can kill him and a powerful lightning user can easily break through his earth constructs

Bio: Ray grew up an orphan with an unusual gift. The ability to turn invisible and intangible to all around him. Raised by the state Ray had always believed that he was invisible to society at large and lacked any real direction in life. While his life has not been overly tragic, it has not been a happy one either. Aging out of the orphanage Ray found work as a freelance programmer and a hacker. Simply going about life the best way he could. It was not until he found the Red Raven that he found a cause he could believe in, and has since used his abilities both in computers and superhuman to help her crusade.
Powers:

• [Invisibility and Intangibility]: Ray has the power to become completely invisible and make it to where nothing can interact with him physically. This allows him to get into places otherwise impossible when he takes on his physical form

Limitations:

• When intangible he cannot interact with anything in the physical realm just as they cannot harm him. Also when invisible he can still be spotted with alternate forms of vision such as heat vision.

So now that the San Diego Zoo battle is all but over and things slowed down a bit, I'd like to make an announcement, or rather, a reminder.

In any given scene where multiple people are participating, it is only basic roleplaying etiquette to allow everyone to have an impact on the scene, spare in extreme cases where one of the people involved is inactive and/or does not respond to attempts to contact them. Why is this? It's not, as you might imagine, simply to give them their share of the spotlight. Rather, it is because if someone is in the position to do something to affect the scene, and, based on their personality and circumstances, would do something, then if that character is left behind and the scene concludes without them having the chance to do anything, the player writing that character now has to justify their character's wildly out-of-character behavior (that is, having done nothing when they had the chance and inclination). Needless to say, no one likes doing that, and no one should be forced to do that.

Now, this may sound like a chore that requires a lot of planning, but it really doesn't. It all revolves around opportunity. If you're participating in a scene but haven't done anything yet and are planning to take up an opportunity that was offered, then, unless everyone else has had their chance to affect the scene, try to open up another opportunity to make an impact, which will make up for the one that you take. That way, everyone can participate, and no one is forced to justify out-of-character behavior. I should also note that this is collaborative storytelling, and who finishes off a foe or who gets the glory for solving a problem should not be a priority. Cooperation over competition, and all that.

What this does require is regularly reading through other people's posts to see who is doing what and avoid sidelining someone, because not knowing that they were there does not really justify this kind of thing. A little effort and empathy go a long way in making a good roleplay.

Just something to keep in mind in the future. I hope we'll have many more successful arcs during the course of the RP
