Gang violence is extremely common in inner city schools.

Though I doubt that this is gang related, due to the fact that a high number of people have been killed.

Problem is, what is meaningful reform?

Guns are clearly not the problem in this situation. It's a stupid kid who decided it was a clever idea to kill people with a gun.
